Pa. man charged again for putting ribs in pants

(AP) ? A central Pennsylvania man has been charged for a second time with trying to steal a rack of ribs by shoving them down his pants.

Carlisle police tell The Sentinel newspaper (http://bit.ly/rhCtxV) that 65-year-old Donald Noone tried to hide about $20 worth of ribs in his pants on Sunday. Police say he attempted to pull the same stunt on May 22 at a supermarket and pleaded guilty to retail theft and public drunkenness.

Police say that since this is a second offense, the theft charge will be considered a more serious second-degree misdemeanor.

There was not a listed telephone number for Donald Noone in Carlisle.

MANILA, Philippines ? After the Bureau of Internal Revenue?s (BIR) lower than target collections from the open market operations of the Bureau of Treasury, the Department of Finance (DoF) expects income from trading of government securities would be almost unchanged next year.

Data from the finance department revealed that taxes that are expected to be remitted to the BIR from open market operations of the treasury bureau would reach P37.5 billion next year, higher by a little over 1 percent compared with P36.9 billion target for 2011.

The government had expected revenues from the trading Treasury bills and bonds would grow by a hefty 37 percent this year from P26.9 billion in the previous year, but the growth would be unlikely to attain after demand for additional borrowings become less.

The treasury bureau is selling less government securities to local investors this year due to government?s stable fiscal position as the country?s budget deficit remained way below the program for the year.

However, BIR Commissioner Kim S. Jacinto-Henares said they could have exceeded their target for the first seven months of the year if income from treasury bureau?s trading did not fall short of the target by P6.28 billion.

In the first seven months of the year, the government?s main tax agency?s collections reached P531.786 billion, short by only 0.58 percent or P3.13 billion compared to the target of P534.91 billion.

The surplus generated by the BIR from collecting taxes from income and sales taxes, which amounted to P2.3 billion during the period, was not enough to cover the shortfall from government securities taxes.

Meanwhile, Jacinto-Henares said that to reach its goal next year, the BIR would continue to ramp up its tax administration efforts, especially in regularly going after tax evaders and filing cases against them before the Department of Justice.

The finance department earlier floated the idea of stricter monitoring of taxes filed by self-employed individuals, citing the P340-billion revenue potential from the sector.

Differences in cell response could explain higher rates of hypertension in African-Americans

ScienceDaily (Aug. 29, 2011) ? A key difference in the way that cells from African-Americans respond to inflammation could be an answer to why this group is disproportionately affected by hypertension, something that has eluded scientists for many years.

In a study published this month in Vascular Health and Risk Management, lead author Michael Brown and his team tested the effects of TNF-?, a protein that causes inflammation when cells are damaged, on endothelial cells -- which line blood vessels -- in both African-Americans and Caucasians, to determine whether the inflammation affected the cells differently.

Among African-American cells, there was a nearly 90 percent increase in the production of endothelial microparticles, small vesicles that are released during inflammation. Individuals with hypertension have been shown to have higher levels of these microparticles in their bloodstream. Among Caucasians, there was only an eight percent increase in their production.

Brown said that although follow-up research needed to be done, "it appears that the endothelial cells in African Americans are more susceptible to the damaging effects of this inflammation." Brown is the director of the Hypertension Molecular and Applied Physiology Laboratory at Temple's College of Health Professions and Social Work.

Brown's research is unique in that it focuses on studying risk of hypertension at the cellular level; most research focuses on the clinical or physiological aspect. For more than 10 years, Brown has been trying to unlock the genetic reason behind the higher rates of hypertension and cardiovascular disease among African Americans.

Brown's research includes an exercise component, to test whether physical activity can reverse or prevent the damage done by hypertension at the cellular level.

"In our human study we have pre-hypertensive African-Americans, and we find this level of endothelial impairment. Knowing so early how inflammation can affect cells means we can be at a place to intervene before they go on to develop hypertension," said Brown. "That intervention could be lifestyle modification, diet and exercise to improve vascular health."

Other authors on this study are Deborah Feairheller, Sunny Thakkar, Praveen Veerabhadrappa and Joon-Young Park of the department of kinesiology. Funding for this study was provided by the National Heart Lung and Blood Institute at the National Institutes of Health.

Britain to pursue Libyan suspects in 1984 killing (AP)

LONDON ? The fall of Libyan leader Moammar Gadhafi may make it easier for U.K. police to pursue the murder case against Libyans responsible for the 1984 slaying of a British policewoman, officials said Saturday.

Yvonne Fletcher, 25, was killed when officials inside the Libyan Embassy in London opened fire on a demonstration. The Libyans inside the embassy were eventually allowed to leave Britain and no one has ever been charged with the crime.

Libya's opposition National Transitional Council, which controls most of the country, is "fully committed to resolving" the case, a Foreign Office spokesman said on condition of anonymity because of government policy.

She said the British government considers it a priority.

"It will be an important element of the U.K.'s relations with the new government of Libya," she said.

The Foreign Office said it is standing by to help the police pursue the case inside Libya once conditions on the ground improve. Sporadic fighting has continued in some parts of Libya, and medicine and food are in extremely short supply.

The statement came after Britain's Daily Telegraph newspaper claimed Saturday to have uncovered the identity of the killer. The newspaper cited a secret new report into the slaying, saying a witness had identified a junior diplomat who shot Fletcher dead. Police would not comment on the claims.

Britain broke off diplomatic relations with Libya for 15 years after the shooting. The two countries restored diplomatic relations in 1999 after Libya accepted responsibility for Fletcher's shooting, apologized and agreed to pay her family compensation.

Gadhafi said in an interview two years ago that he regretted the killing of Fletcher, but did not know who was responsible. He said Fletcher was not an enemy of Libya and had been killed while trying to protect the Libyan Embassy.

6 years after Katrina, Lower 9th Ward still bleak (AP)

NEW ORLEANS ? In New Orleans' Lower 9th Ward, the grasses grow taller than people and street after street is scarred by empty decaying houses, the lives that once played out inside their walls hardly imaginable now.

St. Claude Avenue, the once moderately busy commercial thoroughfare, looks like the main street of a railroad town bypassed long ago by the interstate. Most buildings are shuttered, "For Sale" signs stuck on their sides. There aren't many buyers. And the businesses that are open are mostly corner stores where folks buy pricey cigarettes, liquor and packaged food.

Six years after Hurricane Katrina slammed into the Gulf Coast, the New Orleans neighborhood that was hardest hit still looks like a ghost town. Redevelopment has been slow in coming, and the neighborhood has just 5,500 residents ? one-third its pre-Katrina population.

But politicians, investors and celebrities continue to promise a better future. City leaders recently announced plans to rebuild a high school and pave the neighborhood's roads. And actor Wendell Pierce, who stars in an HBO series about New Orleans, is backing a new supermarket for an area that hasn't had one in 20 years.

While residents welcome the news, they remain skeptical. Promises have been dashed too many times.

"Look around you at the Katrina houses!" said Robert Stark, a 54-year-old disabled veteran, sweating in stifling August heat on a porch looking onto Flood Street. He waved at two vacant crumbling houses, like so many that dot the Lower 9th Ward.

He shook his head and added: "Look at the grass." In many lots, fields of high grass grow in place of houses. "There ain't nothing new down here. Nothing new ... nothing new."

That's not completely true.

Since Katrina, the predominantly black neighborhood has been the site of rebuilding by environmental groups and thousands of volunteers. There's now an eco-friendly community center and a cluster of more than 50 modernistic houses, built with the help of actor Brad Pitt. It sits near where the floodwall toppled on Aug. 29, 2005, killing dozens of people and swamping thousands of homes with floodwaters that reached rooftops.

Also, a charter school has been rebuilt and many of the shotgun-style homes and Creole cottages in the older part of the neighborhood, Holy Cross, are a display of bright New Orleans colors and cheery yards.

But residents of the Lower 9th Ward, downriver from the French Quarter, nevertheless feel left behind.

Other parts of New Orleans have flourished thanks to federal recovery dollars that have brought new businesses, schools and streets.

Entrepreneurship and civic engagement is up, city schools have shown test-score gains and the middle class is growing, according to a new report by the Greater New Orleans Community Data Center, a group tracking the city's recovery. Even crime ? still nearly twice the national average ? is being held in check and falling, the report said. Meanwhile, the Army Corps of Engineers is getting closer to finishing $14 billion in work to better shield the city from future hurricanes.

"Some of the data shows that New Orleans is rebuilding better than before," said Allison Plyer, deputy director of the Greater New Orleans Community Data Center.

Still, Plyer said the Lower 9th Ward is among a number of low-income communities that have had difficulty rebuilding since Katrina's flooding.

In the Lower 9th Ward, the fire station for Engine 39 hasn't been rebuilt. Instead, the firefighters use a trailer. Schools and churches are boarded up. Scores of houses still bear the markings of search-and-rescue crews ? the now familiar "X" spray painted on doors and the front of houses to designate whether a building had been searched, by whom and whether any bodies had been found inside. The only difference is they are faded now.

The lack of people makes those who've come back feel that their neighborhood has been forgotten, even though a steady stream of politicians came to promise to help after Katrina and millions of dollars flowed in.

Now there's a new push to revive the neighborhood.

In recent days, city leaders have put forward plans to rebuild the Alfred Lawless High School and spend $45 million repaving most of the streets where the heaviest damage took place.

A group of investors that includes Pierce, a New Orleans native starring on the HBO show "Treme," has announced plans to build a full-scale grocery store on the grounds of a former baseball field by 2013. Developers hope to get federal hurricane recovery low-interest and forgivable loans. If built, the 25,000-square-foot store would represent one of the first pioneering commercial investments for the Lower 9th Ward since Katrina.

Pierce said big-chain supermarkets are unable to see the potential for profit in a place like the Lower 9th Ward, where his parents lived before he was born.

"Corporate America only sees the risk side of the ledger," he said. "I'm tired of industry standing on the sidelines. There is value here, there is wealth here... It's pent-up demand and I feel as though it is something that can be mined."

Not everyone is convinced.

David J. Livingston, a Wisconsin-based grocery consultant who's studied the New Orleans market, said the Lower 9th Ward is too depopulated to support a supermarket. He questioned whether the Lower 9th Ward, cut off by an industrial canal from the rest of New Orleans, can ever be a lively spot for commerce despite the best efforts of actors Pitt and Pierce.

"All the work that Brad Pitt has done, has it really made a significant difference? Glad he did it, better than it was. But it's still not the garden spot of New Orleans," Livingston said, referring to the cluster of eco-friendly homes built by the Pitt-backed foundation Make It Right.

But local residents and merchants hold out hope the supermarket can help turn things around.

"Maybe some of the folks going to the supermarket would come here," said April Lawrence, the owner of a beauty salon who took a chance and opened in 2009 on Dauphine Street. "Today, I have just one client," she said glumly. Unless business picks up, she said, she will have to close.

Down the street, regulars sat outside on the sidewalk in front of Mercedes' Place, a bar and video poker spot, chatting, drinking and smoking. For them, anything would be better than the options they have now: Drive miles to get something decent to cook up at home.

"It's needed!" Lynette Gibson said emphatically and loudly. She helps her 72-year-old mother, Mercedes, run the bar.

She shook her head at the thought of the handful of gas stations and convenience stores on the main streets. "It's limited," she said. "They only satisfy neighborhood people who drink."

Roosevelt Johnson Sr., a 51-year-old disabled veteran, stood outside his house and looked at the empty grass field where the grocery store would be built.

"With them bringing a supermarket, it might increase property values," he reasoned. "It might bring some normalcy back here. Make it like any other neighborhood where you go 10 minutes to the supermarket."

On his 2011 MTV Video Music Awards nomination for his single "My Last," Big Sean told MTV News, "If I win Best New Artist, I'm gonna go crazy, because I really worked hard as hell." The funny thing is that as big as the Chris Brown-assisted single was for him, Kanye West's understudy originally bucked at the idea of recording the poppy single.

"When No ID gave me that beat for the song 'My Last,' I did not want to do it at all," the Finally Famous MC revealed.

Luckily for Sean, he was convinced otherwise. The song shot up the charts and peaked at #1 on the Billboard rap chart and #4 on the R&B/hip-hop chart. Ultimately, the single's success helped the Detroit rapper land the #3 album in the country, finishing behind Beyoncé's #1 LP, 4, and Adele's 21.

Sean continued to make strides in his breakout year, snagging an opening spot on Wiz Khalifa's Rolling Papers Tour, being named one of MTV Jams' 2011 Fab 5 inductees and, of course, his Best New Artist nom at the VMAs.

He has producer No ID to thank. "He was like, 'Man, do you want to be a mixtape rapper forever, or do you want to make songs people can live to and dance to?' " Sean recalled. "And then I was in the studio with Chris, played it for him, and he went crazy."

Sounds like a no brainer.

Google however is reportedly working on bringing the system to the UK and per a Telegraph report sourcing Eric Schmidt, the fun starts within the next six months. Thankfully, UK buyers don't exactly have to start saving their quids since both product lines recently got major price cuts. Google TV hasn't been a major hit here in the States. It hasn't, as it was predicted, disrupted big media. Instead, big media shut off access to its online streaming services such as Hulu.com and others, essentially leaving the Google TV as an expensive Netflix streamer. Google has long said that a major update would hit before the end of summer, which will hopefully put the platform back on track.

Sports / Municipal Politics: LMHA Fee Hikes ? Ice Time Rates ...

After Langley Today published a news story about parents angry at the Langley Minor Hockey Association (LMHA) for the increased fees they are facing, a number of statements have been made about the costs of ice time for Langley sports organizations.

In rebuttal, Kevin Green, President of the LMHA, reponded in a Guest Column.

In that column, Green corrected Today regarding the extent of the increases in fees and justified the increases, for the growing organization, quoting costs associated with: ice time, team uniforms, goaltender equipment, as well as player and coach development.

Parents have said that they have been told ice time charges are one of the reasons for the increase in LMHA fees. Green argues that, since the organization keeps growing, more ice time is needed to accomodate all of the new players and teams.

As for ice time rates, Today asked the Township about ice time rates for the last three years and David Leavers, Director, Recreation, Culture, and Parks Division, was kind enough to provide the following breakdown of just how much ice time rental charges have risen or fallen over the last three years.

Currently there are four separate arena contracts in place that dictate the cost of facility access for Langley Minor Hockey as well as other ice sport user groups. The contracts are with: Sportsplex, GPC/ACA(Canadian Recreation Excellence), National Training Rink, and the LEC. Each of the contracts has a slightly different fee arrangement and subsidy. Generally speaking ? user groups contribute 35%-50% of the overall cost of ice time provision. As the overall costs increase ? the Township and the ice user groups share the burden of this. The Township?s cost increases are contractual. Existing contracts will expire after the 2013/2014 ice season. Council could increase or decrease its subsidy of this facility provision at any point. The Fees and Charges policy determines the amount that the community user groups will pay as a portion of the overall cost.

Sportsplex

At the Sportsplex the TOL?s subsidy is approximately 60% of the total market cost leaving the User Groups to pay 40%. Council has approved the contract that the TOL has with Sportsplex which stipulates that overall rental rates will increase by 1% in 2010, 3% in 2011, 4% in 2012, and 4% in 2013. The TOL portion of the increase as well as the user group portion of the increase goes up a corresponding amount in each of these years.

George Preston Community Centre/Aldergrove Community Centre (Canadian Recreation Excellence)

At these two TOL owned facilities, the TOL?s subsidy is approximately 65% of the total market cost leaving the User Groups to pay 35%. The Council approved contract that the TOL has with Rec Ex stipulates that overall rental rates will increase by 3% in 2010, 3% in 2011, 3% in 2012, and 3% in 2013. The TOL portion of the increase as well as the User Group portion of the increase goes up a corresponding amount in each of these years.

National Training Rink

There is an agreement in place between the TOL and Langley Minor Hockey (only), that the TOL will pay 50% of the total rental fees for all hours used at NTR throughout the year. The budgeted cost to the TOL is approximately $50,000 annunally.

Langley Events Centre

An agreement is in place for all minor sports to be subsidized for the use the LEC for a ?one game guarantee?. The rate charged to the User Groups for this time is $120/hour for prime time and $80/hour for non prime time. This represents a 60% subsidy with the user groups paying 40% of the market rate

If User Groups wish to book additional time over and above their ?one game guarantee?, the rate they are charged is $180/hour for prime time and $120/hour for non prime. This fee represents a 40% subsidy, with the user groups paying the remaining 60% of the market rate.

*This information is provided without a breakdown by individual ice user group. This information could be provided but would require a much more detailed analysis and would need to be completed by Keith Miller, Community Recreation Manager, who is on vacation this week and returns next week.

All user groups are dealt with equitably, pay the same rates, and are allocated time based on the Township?s Facility Allocation policy.

Note:

Langley ice sport user groups are subsidized by the City of Langley for all ice time allocated at Langley Twin Rinks.

The LMHA receives an annual grant from Township of Langley taxpayers but, despite that assistance, operated at a loss last year. In addition, the organization has relied on a large gaming grant from the provincial government which, last year failed to materialize due to provincial cutbacks.

15 Truths About Great Customer Service?(Not ... - Business 2 Community

Recently there?s been a lot of talk about the concept of customer service, sparked by Peter Shankman?s post last week, The Greatest Customer Service Story Ever Told. When I read his post I had a very adverse reaction. While many were praising Shankman, and Morton?s Steakhouse, for their ?great customer service,? I had a hard time buying it. I ALMOST blogged about it, but decided not to, and was glad I didn?t when I saw that Danny Brown pretty much summed up my thoughts in Great Customer Service, or Great PR?.

You can read those two posts to get the gist of the story, and spend some time reading the comments, as well. Regardless of my opinion, it IS a great story, and is a story that needs to be discussed.

So while I?m writing about this incident, I?d rather take a different angle on it, and focus on what really matters: what exactly IS customer service? Every business engages in customer service whether they know it and acknowledge it, or not. We all deal with customers, and how we treat them has an impact on how they, and others, perceive us, and our product.

Here are 15 marks of great customer service. How well do you measure up?

1. Great customer service should be consistent -This is one of the points Danny brings up in his post. I address this in more detail in a few of the other points, but in short, great customer service is great customer service.

2. Customer service knows no Klout ? Peter Shankman is an Internet/Social Media superstar. He has a lot of followers and is an influencer. That is why he received rock star treatment from Morton?s. That is why his situation wasn?t a customer service win. Great customer service says ?Everyone is a rockstar!?. Treat John Q. Regular the same way you would treat the President of the United States. You never know whether that ?nobody? is really a ?somebody?. They might have a lot of influence in some realm, and we need to remember that in the mobile/digital age, everyone has a megaphone at their disposal. My friend Amber, for instance, is right now having a difficult time with some local contractors, and the frustration boiled over yesterday in this tweet:

Amber Tweet about Customer ServiceShe?s just about had enough and she?s not alone. She may only have 2,000 followers, but on the local level that can spell disaster.

3. Great customer service should be sustainable over time ? Part of the scientific method is that for a hypothesis to become a ?law? of science, it must be repeatable. If you can do it once, you need to be able to do it again. Every time. That?s one big reason why Morton?s was NOT providing great customer service. They cannot, and will not, do this every time. Not for everyone. Once you set the expectations, you need to meet those expectations. If you can?t, even your good customer service won?t be enough for some people.

4. Great customer service is 24/7 ? Thanks to the Internet, we no longer live in an age of 9-5 business transactions. We now have the ability to do just about anything online at any time. We can research your business, purchase products, write reviews?at 3 a.m. if we so choose. Some companies even provide 24/7 phone or online chat customer service. While this isn?t necessarily feasible for all of us, we need to keep this in mind. That means that we need to at least provide some sort of customer service that is always available, while managing expectations. Perhaps you can?t provide customer service at 3 a.m. But you can provide an easily findable email address on your website, with information letting your customers know that you will respond to them within a certain time frame. And then you need to follow through. If you don?t provide this, your competitors will.

5. Great customer service is past/present/future ? We often think of customer service as how we deal with people as they come into our business looking for a product. Or perhaps you reserve your best customer service for those who actually have purchased a product. But great customer service begins the moment someone even thinks about doing business with you, and continues from that point forward. Great customer service might be what turns a prospective customer into an actual customer, and what keeps actual customers coming back for more.

6. Great customer service is proactive, not just reactive ? Yes, we need to react when someone seeks us out with a question or problem, but there are ways to be proactive. If you?ve been in business long enough, you should be able to anticipate certain things. Follow-up with your customers and find out how they are doing before they come to you with a problem. There are even ways of addressing negative online reviews before they even happen. And strong customer after care is crucial. This is just reminding your customer that their warranty is up for renewal. A blog or social media presence is a great place to offer tips to your customers related to the products they have purchased. Remember that this is all part of the customer service equation.

7. Great customer service can be your most powerful marketing tool ? I mention this a lot, but if you consistently provide great customer service to your customers, do you think that perhaps they?ll tell others? There?s that word of mouth thing, again! I have no real basis for this statistic, but some have said that 90% or more of your new customers come to you as the result of word of mouth or referral. I?m sure this varies among different business categories, but I don?t doubt the idea behind that stat in the least.

8. Great customer service is personal and relational ? The best customer service comes from someone who treats you like a human being. Someone who gets to know you, knows your name, and offers you solutions that aren?t necessarily from a template or script. If you can treat every customer as if they are the most important person at that moment, you will have done a wonderful thing. Better yet, treat them as if they are guests in your house.

9. Great customer service is everyone?s job ? You may have a customer service department, but they aren?t the only one?s responsible for customer service. Every individual within your organization that has any contact whatsoever with a customer is responsible for providing great customer service.? From the person who answers the phone, to your sales staff, to the person who works on your website: everyone is involved in providing great customer service.

10. Great customer service can?t be faked or manipulated ? This is where the Morton?s case falls apart. Yes, it was a great PR move/stunt. Yes, they got a lot of publicity. And even though this wasn?t ?planned? and is truly a case of a business understanding and taking advantage of a great opportunity, to call it customer service is wrong. To do so is a form of manipulation. You can ?create? great moments of customer service, but those moments will fail a lot of these tests: they can?t be sustained or consistent. So be genuine and transparent. Don?t think that you can replicate what Morton?s did and suddenly become known for great customer service. People will see through that very quickly.

11. Great customer service should be great in response to both the good and the bad ? As Danny Brown pointed out in his post, it didn?t take him long to find online reviews from people bemoaning their poor customer service experiences at Morton?s. I have no idea if Morton?s has addressed those reviews, or how they addressed them. But a mark of great customer service is knowing how to properly handle both the positive and the negative with grace.

12. Great customer service is too important to outsource ? In recent years, most of the lousy customer service experiences I have had involve outsourcing. Several years ago I had an incredibly horrible situation with Amazon when trying to get gifts in time for Christmas, even though they were ordered early enough. Both my phone and email contacts were outsourced, and I wasn?t able to get satisfaction without first going through a lot of stress and frustration. That same problem is the reason I have Comcast for my Internet provider as opposed to my first choice, Verizon. If you want to keep me as a customer, give me great customer service. Rarely have I gotten that from an outsourced customer service representative.

13. Great customer Service can always be improved upon ? None of us is perfect. There will always be dissatisfied customers. Even Morton?s can improve their service. Always be looking for ways to improve upon the service you offer your customers. Yes, there will always be the malcontents who will find something to complain about. But they are in the minority. Do everything you can to do your best in terms of customer service, and then kick it up a notch.

14. Great customer service is always cost-effective ? Let me put it this way, if the way you treat your customers is going to translate into word of mouth, are you willing to go the extra mile to get positive word of mouth? Positive word of mouth = more new customers and repeat customers. If not, are you willing to let negative word of mouth hurt your business? I would dare say that negative word of mouth more than offsets the effects of positive word of mouth. The one time you slip up on customer service may come back to haunt you. You don?t want my friend Amber telling others about your failures. On the other hand, the ROI of positive word of mouth is incredible.

15. Great customer service goes the extra mile ? Good customer service meets the needs of your customers, and solves their problems. Great customer service goes beyond that. Great customer service solves the problems, and meets the needs, of which your customers aren?t even aware. In some cases, the difference between good and great might just be a smile, or the attitude you have. I can solve your problems for you in a timely fashion, but if I seem annoyed, or not happy to be talking to you, that can still leave a negative impression.
