Report: Former NFL WR Jimmy Farris to again seek office in Idaho

Former NFL wide receiver Jimmy Farris, who lost in his bid to win one of Idaho?s seats in the U.S. House of Representatives in 2012, will run again for public office next year, the Spokane (Wash.) Spokesman-Review reported Thursday.

Farris told the Spokesman-Review that he?s not sure what political office he will seek but said he ?will be running in 2014.?

Farris, a Democrat, was defeated by Republican incumbent Raul Labrador for the seat in Idaho?s 1st Congressional District.

Farris, 35, played six NFL seasons. He had stints with New England (2001), Atlanta (2002-2004) and Washington (2005, 2007). He was born in Lewiston, Idaho, which is located in the 1st?Congressional District.

US drops bombs on Great Barrier Reef Marine Park

CANBERRA, Australia (AP) ? Two U.S. fighter jets have dropped four unarmed bombs in Australia's Great Barrier Reef Marine Park when a training exercise went wrong.

The two AV-8B Harrier jets launched from aircraft carrier USS Bonhomme Richard each jettisoned an inert bomb and an unarmed explosive bomb in the World Heritage-listed marine park off the coast of Queensland state on Tuesday, the U.S. 7th Fleet said in a statement on Saturday.

The four bombs were dropped in more than 50 meters (164 feet) of water away from coral to minimize possible damage to the reef, the statement said. None exploded.

The jets from the 31st Marine Expeditionary Unit had intended to drop the ordnances on the Townshend Island bombing range but aborted the mission when controllers reported the area was not clear of hazards.

The pilots conducted the emergency jettison because they were low on fuel and could not land with their bomb load, the navy said.

The emergency happened on the second day of the biennial joint training exercise Talisman Saber, which brings together 28,000 U.S. and Australian military personnel over three week.

The U.S. Navy and Marine Corps were working with Australian authorities to investigate the incident, the navy said.

GlaxoSmithKline sends execs to China to handle probe of sexual bribes

GlaxoSmithKline Plc sent its head of emerging markets to China to oversee the drugmaker?s response to a government probe of suspected economic crimes, according to a person with knowledge of the matter.

Abbas Hussain, the London-based company?s president of Europe, Japan, emerging markets and Asia Pacific, was dispatched by Chief Executive Officer Andrew Witty, said the person, who asked not to be named because he wasn?t authorized to speak about the matter. The global head of internal audit and deputy chief counsel for China are with Hussain, the person said.

Sending a senior executive such as Hussain shows Glaxo wants to be seen as a company that?s doing what?s expected of them, said Fabian Wenner, a health-care analyst with Kepler Capital Markets in Zurich. Four senior executives have been detained in the investigation involving 3 billion yuan (US$489 million) of spurious travel and meeting expenses, and trade in sexual favours, China?s Public Security Ministry said July 15.

?Investors are increasingly asking questions about this,? Wenner said today in a phone interview. ?They want more visibility.?

Hussain, 48, joined Glaxo in 2008 after 20 years at Eli Lilly & Co. The Indian-born manager is one of the 15 people on the Glaxo Corporate Executive Team that, along with Witty, manages the business.

Shares Decline

Glaxo fell 1.3% to 1,704.50 pence at 3:47 p.m. in London. Witty, who hasn?t spoken publicly about the allegations, will hold briefings on July 24 with reporters and analysts after the company announces second-quarter earnings.

Glaxo said in June it had found ?no evidence of corruption or bribery in our China business? after a four-month investigation. The internal probe came in response to a whistle- blower?s allegation that sales people in China were involved in widespread bribery of doctors to prescribe medication.

Chinese police said June 28 that senior Glaxo executives in the country were suspected of economic crimes, and on July 11 China?s Ministry of Public Security said some managers had admitted to corruption. ?These allegations are shameful and we regret this has occurred,? Glaxo said in a July 15 statement.

Other Drugmakers

Other foreign companies may also be involved, Gao Feng, head of the economic crimes investigations unit of China?s Public Security Ministry, told reporters at a July 15 briefing.

While authorities haven?t named any other companies, UCB SA said yesterday its Chinese operations were visited by local authorities.

All drugmakers are receiving visits, and UCB has ?nothing to report,? France Nivelle, a spokeswoman for the Brussels- based company, said in an interview. ?It?s business as usual,? Nivelle said. UCB fell 2.3% to 42.16 euros.

Novartis AG, Europe?s biggest drugmaker by sales, Germany?s Bayer AG and Sanofi, France?s largest drugmaker, said they haven?t been contacted by authorities in China in connection with any misconduct.

Merck & Co., the second-biggest U.S. drugmaker, also said it hasn?t been contacted by the Ministry of Public Security. Roche Holding AG said it?s not aware of any anti-corruption probes in China against the Basel, Switzerland-based company.

No Contact

Novo Nordisk A/S hasn?t been contacted by Chinese authorities and ?is, to our knowledge, not included in the investigation,? a spokesman for the Bagsvaerd, Denmark-based company said today.

AstraZeneca Plc, the biggest U.K. drugmaker after Glaxo, said in its 2012 annual report that it is investigating indications of inappropriate conduct in countries that include China. The company has no update yet, Esra Erkal-Paler, a spokeswoman, said in an e-mail.

Mark Reilly, who has led Glaxo?s business in China since 2009, left the country June 27 after his colleagues were detained. Glaxo?s finance chief in China, Steve Nechelput, has been unable to leave the country since the end of June.

Reilly returned to the U.K. on a routine, planned business trip and has been working from Glaxo?s headquarters on the response to the probe, a person with knowledge of the matter said July 15.

Efforts to clean up the nation?s US$350 billion health-care industry have gained prominence since police said last month they were investigating Glaxo. On July 17, the China Food and Drug Administration said it will ?severely crack down? on fake medications, forged documents and bribery.

Proposed US House bill keeps Egypt military aid, amid steep cuts

WASHINGTON (Reuters) - Leaders of the U.S. House of Representatives panel in charge of foreign aid proposed on Thursday that military aid for Egypt be kept at $1.3 billion next year, one of few programs left unscathed in a bill seeking steep cuts in international spending.

The draft spending bill from Republican leaders of the House Appropriations committee puts conditions on the military aid, including that the government in Cairo plans and holds elections and honors its 1979 peace treaty with Israel.

Reflecting Washington's struggle to respond to the upheaval in Egypt, the legislation does not include the annual $250 million in economic assistance that has been appropriated for the most populous Arab nation in recent years. That money was not included for fiscal 2014, which starts on October 1, but has not been specifically prohibited, an aide said.

Overall, the proposed State and Foreign Operations Appropriations bill totals $34.1 billion, which is $8 billion - or 19 percent - below last year's level. It is even $6 billion below the current level of spending, reflecting the steep government spending cuts, with contributions to some international programs, such as the U.K. Population Fund, eliminated completely.

The House state and foreign operations subcommittee begins debate on the bill on Friday, clearing the way for its consideration by the full committee next week, before eventually making its way for a vote by the full House.

An appropriations subcommittee in the Democratic-controlled Senate is due to begin debate on its version of the measure later this month. The House and Senate bills would have to be reconciled before going to Obama for his signature.

Washington has been grappling with the thorny question of how to handle the aid it sends to Egypt since the military ousted elected Isla mist President Mohammed Music this month.

U.S. law bars aid to countries where there has been a military coup, a determination that must be made by President Barack Obama's administration, not Congress. But many U.S. officials want to preserve ties to Egypt's military and do not want to risk contributing to further upheaval.

'DEMOCRACY'

The proposed House bill requires that Egypt "demonstrate a commitment to a pluralistic and inclusive democracy," including planning and conducting free and fair elections and protecting freedom of expression, assembly and religion.

The White House has made clear it is in no hurry to cut off aid to Egypt. Its options range from putting off the decision on whether there was a military coup, to finding that a coup took place but winning authority from Congress to keep the money flowing.

Washington still plans to deliver four F-16 fighter jets to Egypt in the coming weeks despite Music's ouster.

Other countries have pledged large amounts of aid for Cairo. Kuwait, Saudi Arabia and the United Arab Emirates have each promised $4 billion.

Cuts in the overall spending bill include slashing funding for operational costs of the State Department and related agencies to $14.6 billion from $17 billion last year.

However, the bill fully funds the Obama administration's request for $4.8 billion for embassy security, to help avert more attacks like the one in Ben ghazi on September 11, 2012, which killed the U.S. ambassador and three other Americans.

House Republicans were criticized in the wake of the attack for having proposed diplomatic security cuts.

The bill would slash bilateral foreign assistance by $5.8 billion to $17.3 billion. Multilateral foreign assistance is cut by 61 percent to $1.2 billion from $3 billion last year.

A State Department spokeswoman said the proposed cuts would cause harm around the world, including dramatically reducing assistance to countries like Afghanistan, Somalia and Burma.

"These proposed cuts, which would be devastating if put into effect, would hurt our ability to stand up for American interests and values around the world. The U.S. can't lead if we retreat in this way," said deputy spokeswoman Marie Harf.

BREVARD COUNTY, Fla. ? A veteran Brevard County sheriff?s deputy is now facing a reprimand for his handling of the George Zimmerman and Trayvon Martin controversy.

Corporal Chris Wood told his supervisors he was trying to send a message about keeping professional and personal opinions separate in the workplace when he brought an Arizona ice tea and a bag of Skittles to the Brevard County Jail on Saturday morning.

He told supervisors he was trying to send a message about professionalism, but the message was lost in translation.

In 10 years with the Sheriff?s Office, Wood has never had any disciplinary action taken against him until the incident.

Brevard County Sheriff Wayne Ivey said Wood made a bad choice and has otherwise been a stellar employee.

Those two items were focal points in the trial of Zimmerman, who was recently acquitted of the murder of 17-year-old Martin.

?His delivery of that message was completely insensitive to not only the people in the room, and the things that were going on in our community, and our society, at that point, and that?s what stimulated us looking at it,? Ivey said.

The True Cost of A La Carte TV Is High

Cord cutters have long dreamed of a future in which they can pick and choose the programming they want, instead of getting 135 mostly useless channels in the cable bundle?but that future has a high cost. Cable companies have long argued for the value of the bundle over the cord-cutter's dream. "The cable package presents an undeniable value and the consumer would pay more and get less with a la carte," an ESPN spokesperson told The Philadelphia Inquirer recently. Getting "less," of course, is the point. People watch an average of 16 channels per month, according to Variety's Andrew Wallenstein, yet typically pay for something like 124, per numbers from the FCC. But, paying for all 16 of your favorite channels separately would add up quickly.

ESPN, for example, if sold on its own, would cost somewhere in the $20?to?$30 dollar range, according to various analyses. HBO, another valuable property, would cost more than the $15 or $20 per month it gets in the cable bundle. Then add in AMC for Mad Men, Bravo for Top Chef, the FX for Louie, and other sports channels for lesser sporting events, and you're nearing that average $73.44 Americans pay for cable TV. Plus, you might feel compelled to add on more channels just in case of special programming events, like Sharknado on SyFy. Even if each one of those cost less than the $10 per month, as the TV industry says they would, that's still nearly a $100 per month bill.?

The current system is a deal specifically because all cable subscribers are paying for channels they never ever watch. "We are all paying each other's TV taxes," Derek Thompson explains over at The Atlantic. The people who don't ever watch ESPN pay $4.69 per month, but in turn people who never watch AMC pay around $3.50 per month. "The idea is that if 100+ million households all pay?$70ish a month?for television, the breadth of the customer base will support a diverse and thriving entertainment business without asking any group to pay too much for what they want." Unbundling the channels would put more of a financial burden on each person.?

In addition, a la carte channels would have to charge even more because the audience drop would result in decreased advertising revenue. The bundle brings more viewers to channels?you can't channel surf your way onto a station you would never watch if you don't pay for it a la carte. It's also a guaranteed sell to advertisers. AMC can say, look we have access to all of Comcast's subscribers. Unbundling that would ruin everything?in theory.?

In this every-channel-for-itself system, some stations wouldn't last. Big cable companies have already threatened to drop small channels that don't bring enough viewers. Without the bundle to subsidize them, these less-watched channels would die. In some cases, if nobody is watching them, then maybe they deserve that fate. But, others have argued that without the current set-up, a tiny channel like IFC could never produce a gem like Portlandia, or in an even more extreme case AMC would never have enough money to make Mad Men.?

All of this isn't to show what a great deal you all are getting with pay-TV, but the financial leverage of the companies that control the content. The current scenario is very lucrative for them. Any change to it would have to be equally lucrative. So, cord cutters, you have to consider: Are you willing to pay the high price of unbundled television? Or, on the other hand, you could sacrifice some channels that only have one decent show. For some people, like Wallenstein, that's why a la carte isn't good enough. To him, channels are also just "bundles;" he wants a la carte television programs:

To create a marketplace truly better off without the bundle, content companies would have to share their product in?one massive trove for one stop shopping of tens of thousands of programs, where they can be re-aggregated by consumers free of traditional borders including channels, production companies and the conglomerates themselves. Then let great user experience and data-mining take care of the rest.

Windows RT runs on ARM. Windows 8 doesn't run on ARM. So MS needs windows RT if it needs a representative OS in ARM devices. But recently intels bay trail atom processor has shown better performance than ARM architecture chipsets. And full windows 8 can run on it..
so.. If MS wants to kick androids arse in ARM based tablets with RT it needs to make it free for OEM's and people.. All current android OEM's will be interested.. All current android tablet users will have the option of booting into RT. And then MS can use it to unfairly force users to use bing and other MS products.. now that google is clear of such charges.

'Bye Bye Brazil': Sarah Morris' exhibition at White Cube Bermondsey, London

British artist Sarah Morris makes films and paintings about cities. With her lens, she negotiates access into areas most of us can't (Beijing's Olympic venues before the games, the red carpet in Los Angeles, the White House when Bill Clinton was in residency) and records life via subtle camera angles and snippy editing. Inspired by her findings, she creates colourful, abstract canvases in household paint of each city in parallel.

Her latest body of work, entitled Bye Bye Brazil, is on show at the White Cube gallery in Bermondsey. Carnival, modernist architecture, beaches and Brahma beer are the subjects of her 11th film 'Rio'.? Familiar subjects all, but Morris's quirky detailing and the jarringly hypnotic soundtrack by fellow artist Liam Gillick, give them a fresh spin.??

Morris interviewed Niemeyer at his office before he died. There's a shot of his wheelchair in the hallway, and though we see him speak, his words are drowned out by the music. His architecture, and the way people operate within it form the backbone to the film. There's a painter touching up the ceiling of the Museum of Contemporary Art in Niteroi, and the ebullient 'Winner's Parade' in his Sambadrome carnival stadium. It's long for an art film (88 minutes) and Morris spent many months in Rio exploring the psychology of the mega city.

Niemeyer's geometric and architectural lines are also present in the canvases. Morris calls them 'diagrams' and cites Bossa Nova album covers, Roberto Burle Marx and Lina Bo Bardi as additional inspirations.?

The public spaces in Bye Bye Brazil may still only be known by relatively few, but with Brazil firmly on the radar for the Olympics and the World Cup next year, they will soon be familiar to every household. And with a new White Cube up and running in Sao Paulo, Morris' current body of work is a neat tie-in. Although the exhibition won't be shown in Sao Paulo, the film will be screened in Rio on 3 September to coincide with Art Rio 13.

(AP) ? Trayvon Martin's parents made appearances on network morning shows Thursday, saying they are still shocked that jurors acquitted George Zimmerman in the 2012 shooting death of their 17-year-old son.

On NBC's "Today" show, Sybrina Fulton questioned whether jurors looked at the shooting from her son's point of view.

"He was a teenager. He was scared. He did run," Fulton said, who added that she believes the justice system failed her son.

"We didn't get the verdict we wanted because we wanted him to be (held) accountable."

Martin's father, Tracy Martin, expressed disbelief in the verdict handed down Saturday by a six-woman jury following a three-week trial in central Florida.

"We felt in our hearts that we were going to get a conviction," Martin said. "We felt that the killer of our unarmed child was going to be convicted of the crime he committed."

On ABC's "Good Morning America," Tracy Martin said he felt the jury did not get a chance to get to know the teen. "They didn't know him as a human being," he said.

Martin's parents said they still believe Zimmerman, who identifies himself as Hispanic, racially profiled their son.

"Obviously, any time you have a person that makes an assumption that a person is up to no good, that's some kind of profiling," Martin said. "Was he racially profiled? I think if Trayvon had been white, this never would have happened."

Martin's parents said they support the federal government looking into the case. The Justice Department announced Sunday it plans to review the case to determine whether federal prosecutors should file criminal civil rights charges now that Zimmerman has been acquitted.

Zimmerman, who was charged with second-degree murder, claimed he shot Martin in self-defense.

Martin's mother said she believes the verdict sends a "terrible message to other little black and brown boys."

"They can't walk fast. They can't walk slow. So what do they do? How do they get home without people assuming you are doing something wrong?," Fulton said.

Fulton told "CBS This Morning" her son was not a burglar.

"He simply went to the store and was headed back home," she said. "And for somebody to look at him and perceive that he was a burglar, that was the problem that initiated everything."

The parents' attorney, Benjamin Crump, didn't rule out a civil lawsuit against Zimmerman in response to a question from CBS's Charlie Rose.

"We'll look at all legal options. Right now, we'll ask the Department of Justice to answer ... 'Can a private citizen with a gun profile and follow our children home?'" Crump said.

Class suit vs Ford infotainment systems filed in California

The Center for Defensive Driving filed a proposed class action lawsuit against Ford Motor Co., claiming that the MyFord Touch and MyLincoln Touch infotainment systems are defective. The lawsuit was filed in the United States District Court for the Central District of California by the CDD. The complaint alleges that the infotainment system, which was tested in a 2013 Ford F-150 Lariat pickup leased by the CDD -- often freezes and fails to respond to voice and touch commands. It also alleges that the system has a poor connection with mobile phones and MP3 players. The complaint alleges that the carmaker has knowledge of the defects but did not disclose them to potential customers. Ford has issued several technical service bulletins regarding system errors, and upgraded and extended the warranty on the system following complaints in 2012. Ford chief executive Alan Mulally acknowledged problems with the system in 2011, but remarked that customers would be satisfied after the upgrade.

In November 2012, Ford reported that the MyFord Touch system had 400 problems with for every 1,000 vehicles, according to Reuters. The report also said that Ford has vowed to resolve at least 40 of those problems by August. The proposed class action suit cites several NHTSA complaints regarding the defect.

It also points out that David Sargent, vice president of global vehicle research at J.D. Power and Associates, told The New York Times that the infotainment system was one of the main reasons for Ford's decline in the firm's rankings. Jason Zwieg, an attorney for Hagens Berman Sobol Shapiro LLP that is representing the CDD, said the lawsuit aims to seek damages related to the inconvenience of the product defects. This RP is a twist to the Heaven vs Hell scenario. You will be able to choose the path your character will take and from there you can build up. I wanted this RP to be a free roam world, so you don't have to start in one place if you don't want to and you can meet up with the characters when ever you choose. There will be a main location in the RP for your characters to meet more quickly, but you do not have to start there. I am going to be lenient with the different species that will be allowed, but I want you to stick with the species that I make available. If you have any suggestions or ideas, feel free to run them by me and only then will I make exceptions. This is fantasy based, so there will be powers involved as well as creatures I have came up with (I will put full descriptions). This also means that this RP is open to new players at all times (which means, don't feel that you can't join because we are many posts in.) Also, I would like you all to take your time and have fun with this, live your roles.

Brown, who started work in 1987 and joined Ford 12 years later, will retire on 1 August as group vice president of global purchasing at the automotive manufacturer, a role he has held since 2002.

Current vice president of engineering, Hau Thai-Tang, will replace him, reporting to chief operating officer Mark Fields.

In a statement, Ford CEO Alan Mulally, said: ?Tony Brown is a world-class business leader who has helped transform Ford?s relationship with our global supply partners. Tony?s leadership and dedication to working together have helped Ford and our supplier partners emerge from the recent global transformation of the auto industry well-positioned for future growth.?

Under Brown, the US manufacturer?s reputation amongst automotive suppliers has increased significantly. In the 2002 Working Relations Index (WRI) - the first edition of the annual vendor relations benchmark report by Planning Perspectives - Ford was fifth out of six with a score of 167 out of a possible 500. Since then, it has risen to third place, scoring 267 in 2013.

In addition to the appointment of Thai-Tang to take the lead on procurement, Birgit Behrendt has been appointed vice president of global programs and purchasing operations and Burt Jordan has been promoted to vice president of global vehicle and powertrain purchasing and supplier diversity.

Kumar Galhotra will replace Thai-Tang as vice president of engineering.

Murphy to Pentagon: More care needed in selecting military suppliers

A report that counterfeit semiconductors were shipped to the U.S. Naval Submarine Base for use on Groton-based nuclear submarines led U.S. Sen. Chris Murphy on Wednesday to call on the Pentagon to be more rigorous in its choice of military suppliers.

Murphy, D-Conn., in a letter to Defense Secretary Chuck Hagel sent Wednesday, said he had "great concern" after reading a report in The Day that cited the sale of counterfeit semiconductors from Hong Kong and China to the sub base by a company controlled by Peter Picone, a military-components supplier from Methuen, Mass.

Picone was charged this week on an eight-count indictment with peddling counterfeit military components to the sub base as well as unidentified contractors in Connecticut and Florida. There was no indication in the indictment whether the suspect parts, shipped in 2011 and 2012, ever were used aboard a nuclear sub.

"His case is only the latest example of the widespread problem that I brought to the attention of your predecessor, Secretary (Leon) Panetta, last year following the release of a Senate Armed Services Committee ... report that found more than 1,800 instances of counterfeit electronic parts in the defense supply chain," Murphy said in his letter to Hagel.

Murphy said counterfeit items represent a threat to the U.S. military's supply chain.

"Mr. Picone's case reinforces the fact that China is our biggest threat when it comes to counterfeit parts in our supply chain, and that the Chinese government appears unconcerned with cracking down on this type of business practice," Murphy said. "This case underscores why we need to be doing everything we can to foster domestic production of these indispensable items."

Murphy, a strong proponent of efforts to encourage government spending on American products, asked Hagel to "use all the tools at your disposal to invest in the domestic production of critical items in the defense supply chain and continue to closely monitor and punish those who would attempt to sell counterfeit goods to the Department of Defense."

Murphy did not raise the specter of national-security concerns, but the indictment of Picone said counterfeit semiconductors can contain malicious code and other dangers that could lead to intercepted communications and computer intrusions.

Bad parts also can result in mechanical malfunctions that could potentially be life-threatening, the indictment said.

NASA findings reveal solar system's tail

The bubble created by the solar wind and magnetism that surrounds the solar system is larger and more interesting that previously thought, NASA scientists said Wednesday. The researchers used data collected by the Interstellar Boundary Explorer to make their discovery.?

Astronomers have gotten the first-ever peek at our solar system's tail, called the heliotail, finding that it's shaped like a four-leaf clover, NASA scientists announced today (July 10).

The discovery was made using NASA's?Interstellar Boundary Explorer?(IBEX), a coffee table-sized spacecraft that is studying the edge of the solar system.

"Many models have suggested the heliotail might look like this or like that, but we have had no observations," David McComas, IBEX principal investigator at Southwest Research Institute in San Antonio, Tex., said in a statement. "We always drew pictures where the tail of the solar system just trailed off the page, since we couldn't even speculate about what it really looked like." The tail drags behind the bullet-shaped heliosphere, or the bubble surrounding our solar system that's created by the solar wind and solar magnetic field. Our heliotail is "a much larger structure with a much more interesting configuration" than scientists had previously predicted, McComas added during a news conference announcing the finding.

Researchers say the comet-like tail is inflated by the solar wind of particles streaming off the sun, and the four-leaf clover shape is the result of fast solar wind shooting out near the sun's poles and slower wind flowing from near the sun's equator. The finding is based on the first three years of IBEX's measurements of energetic neutral atoms.

In the interstellar boundary region, charged particles from the sun stream outward far beyond the planets toward the gas- and dust-filled space between stars. Collisions between these particles and interstellar material create fast-moving particles with no charge, known as energetic neutral atoms, or ENAs. Some of these particles speed inward toward the sun, where IBEX can detect them from its perch 200,000 miles (322,000 kilometers) above Earth.

"Scientists have always presumed that the heliosphere had a tail," Eric Christian, IBEX mission scientist at Goddard Space Flight Center in Greenbelt, Md., said during a Google+ Hangout announcing the findings. "But this is actually the first real data that we have to give us the shape of the tail."

Though IBEX data has given scientists an idea of the shape and structure of the heliotail, they say they have not been able to measure its length particularly well. They think it is probably evaporating over something like 1,000 times the distance between the Earth and the sun, McComas said.
