?Abstract? With the coming of new economic era, human resources management in a company has become the most important factor among all the factors that can influence a company?s development. As we all know, it has become the consensus of the society that talented people is the vitality, fresh blood and living soul of a company. y. However, the brain drain of medium and small companies is a very common and new problem. And it is at least true with our company. Although we have spared great efforts into this matter, we still feel powerless in the application and management of talented people and a lot of talented people left our company every year. So, how to use qualified personnel and retain talent is a new problem that we cannot ignore. And it is also the only way to address the plight of our business at the present day. So, we have to develop a scientific management system of talented people.The research of this subject have both taken into consideration the performance program in modern SMEs? human resources management and our company?s ongoing human resources management system. The purpose of this research is to learn from the good stuff and to offset our own weakness. The people oriented perspective must be well adopted in order to retain talents and improve the company?s human resources management system.In this paper we describe the research and application of human resources management in Qingsong Pharmaceutical through the following four aspects: (1) the ongoing human resources management system; (2) the problems of the ongoing human resources management system; (3) how to utilize talented people; (4) how to retain talented people.First, different standards are taken by different companies when selecting their talented people. Qingsong Pharmaceutical is s pharmaceutical company and it is in a special industry, which requires matching talented people with practical experiences and special expertise. The Nation has strict restrictions and requirements in terms of the expertise of the pharmaceutical companies, for example, only those with a pharmaceutical or related degrees and some specific title can be appointed to be the head of a pharmaceutical company or positions in charge of production and quality. We also have to carefully evaluate and select those people in non-pharmaceutical position. As for Qingsong Pharmaceutical, the knowledge, skills, overall quality, working enthusiasm and dedication to the cause of the people are all the requirements that have to be matched with the position. And this is the most important standard when we select our own talented people.Secondly, we all know, the competition among enterprises is the competition of detail management as well as the competition of human resources. After several years of capital accumulation, our company has developed into a modern pharmaceutical company. However, there is still a large number of core staff who flows away from our company. There are many different reasons why the talented employees are leaving, for example the limitation of the industry, the limited financial strength of the companies, inadequate distribution system, incentive systems, imperfect security system, and internal management chaos etc. Only when these problems are solved fundamentally can employee turnover be reduced and the harm employee turnover has caused to the company be minimized.Again, staff loyalty is an important indicator of good or bad corporate governance and it is also related to the smooth development of the company. At present, employees? reduced or declined loyalty to the companies is an indisputable fact. There are various reasons of low loyalty to the company according to related research. Both macro and micro factors, factors of the employees and the companies are all related to low loyalty. This paper summarize the reason of low loyalty and corresponding solutions to improve employee loyalty in terms of overall social environment, people?s ideological views, the staff initiative, responsibility, balance of economic interests and mutual loyalty between businesses and employees. As an old Chinese saying says, those who have talent get the world. Only by truly understanding the expectations and needs of employees, developing new relations between employees and enterprises and consolidating the loyalty of employees to companies can make the employees release their energy and thereby stimulate the overall development of enterprises.Fourth, the core of enterprise is the employees and the initiative of employees of an enterprise is related to the company?s success or failure. Enterprises are not afraid of the lack of funding or raw materials soaring. It fears that the loss of talent and the reduction of enthusiasm. In our business, compensation gap between management and unscientific management resulted in low initiative of employees. The company must improve employee incentive mechanism to fully mobilize the enthusiasm of the staff through good communication, so that they can work together to enable enterprises to grow from the heart.Fifth, the rational allocation of human resources is the real potential of an effective personnel security. Only the most reasonable and configured to optimize human resources can us really utilized human resources. If a company wants to develop and grow, it must value knowledge, respect talent and create environment and conditions for all talented people.Finally, if the company wants to retain talent, it must have a relatively clear idea of the cause and a relatively clear personnel system so that personnel of the enterprise are confident of the long-term development and they are willing to grow with the company and tide over the crisis. The key to retain talent is to identify and manage talent and then utilize it and give it spaces of working in order to show its expertise and provide opportunities and platform of development.In summary, the arrival of market economy leads to the historical reform of management objects, management contents and the way of management. Only with a "people oriented" management vision can we fulfill the needs of human resources in the new century. It is also the requirement of the trend of scientific and modernization. It is of great importance to increase business effectiveness and enhance quality of personnel training.
