Human Resources Management- the new role of Human Resources

? February 21st, 2012 ? Filed under Human Resources ? Tagged Human, Management, Resources, role Comments Off

A human resource department must be responsive to both internal organizational changes and external changes in the industry or market place. In an effort to build and maintain a fast, agile company, the department must also be prepared to shift gears at a moment?s notice. By participating with line managers, the human resources department can also help develop policies and procedures that support the company?s business objectives.

The strategic transformation of an organization begins with the transformation of the human resources department and its role within the organization. Today?s human resources department must coordinate hiring, training and maintaining the firm?s intellectual capital while meeting the challenges of a changing business environment.

To understand any transition one must have some sense of history.

The evolution of human resources management (HRM) is no different. The human story is one of struggle and change. Over time, people?s desires and needs change. Technological innovations, developed in response to these changing needs, impact industry and the climate in which business is conducted. It only makes sense then, that human resource management has had to remain flexible to bridge the gap between the employee and the company.

During the craft system and scientific management system era, workers were subjected to work virtually like machines. In response to this lack of consideration for the human element, the human relations movement emerged. The Hawthorne studies impressed upon managers the need to take into account the individual in the work place.

The effects of the work environment and the managerial approach on productivity proved that workers produce more than they are treated-well.

Today, human resources may be the one area in every organization that has experienced the greatest change in the past two or three decades. This evolution has been driven by globalization of business, changing demographics, a trend toward cost containment, integration of advanced technology, increased legislation and the need to align HRM with the firm?s objectives.

Today, the worldwide nature of business impacts virtually all organizations. Competing in new markets brings growing challenges in managing the human resources needed to support international operations. The human resource department must consider laws and cultures of other countries, compensation of expatriate managers, work practices abroad and training programs. Due to increasing competition, organizations have been pressured to cut costs and improve productivity. Labor costs are often an organization?s greatest costs, so the most popular cost-cutting strategy has been to downsize. This strategy presents a real challenge for human resources departments to manage. The most critical departments include severance packages, outplacement programs, reassignment or retraining and motivation of the remaining employees.

Not only technology changed the way that work is performed, it has also enabled human resource departments to become more efficient. Computers facilitate human resource planning, database management and development of sophisticated information systems. Administrative functions such as payroll and benefits are computerized and even the hiring process uses technology to streamline operations.

The human resource department like all other functional areas must be closely aligned with corporate strategic objectives. This alignment is critical if the HRM is to be instrumental in helping the firm achieve its overall objectives.

In this combination of images made from surveillance video on Thursday, Feb. 2, 2012, left, and on Tuesday, Feb. 14, 2012, and released on Monday, Feb. 20, 2012 by the National Thai Police, Norouzi Shayan Ali Akbar, a 57-year old Iranian the fifth bomb suspect by Thai police, is seen in Bangkok, Thailand, before he fled to Tehran. (AP) ? It began when three men blew up their house accidentally on Valentine's Day in Bangkok. It ended with a gory scene that looked more like Baghdad: A bloodied, would-be bomber with severed legs moaning on a glass-strewn sidewalk after another botched blast.

Last week's explosions in the Thai capital announced the apparent arrival of international terrorists in this Southeast Asian nation, revealing a plot allegedly aimed against Israeli diplomats. But big questions remain about who was behind the plot, and why.

So far, three Iranian citizens have been detained in the case, though police say they haven't revealed anything substantial under interrogation. A Thai court issued an arrest warrant for an additional Iranian suspect this week, and on Tuesday, police were investigating the discovery of stickers plastered on Bangkok utility poles and billboards that may have marked routes for intended victims.

Was it part of a covert tit-for-tat war in which Iranians are hitting back at Israel for allegedly killing Iranian nuclear scientists in Tehran? Were the assailants part of a global terror network? If they were professional assassins, why were they so inept?

"There are many theories," government spokeswoman Thitima Chaisaeng said shortly after the Bangkok blasts.

And so far, not many answers.

The explosions Feb. 14 came one day after two other incidents in India and the former Soviet Republic of Georgia in which bombers tried to hit Israeli targets with so-called "sticky" bombs that attach magnetically to vehicles.

Whoever was responsible for the cross-continental string of violence, the perception that Tehran is to blame "has undoubtedly exacerbated the already mounting tensions surrounding Iran's nuclear program, and international efforts to curtail it," said Will Hartley, head of the Terrorism & Insurgency Center at IHS Jane's in London.

Iran has denied responsibility. Thai investigators, meanwhile, have been left to pick up the pieces and solve the riddle of what happened on Thai soil.

Police say a 31-year-old Iranian named Leila Rohani, who visited Thailand four times over the last year, paved the way for the operation by renting a two-story house in the Thai capital.

Rohani left Thailand on Feb. 5, and the three now-detained Iranians arrived in the predominantly Buddhist country several days later, each traveling on a 60-day tourist visa. The trio met in Pattaya, a beach town on the Gulf of Thailand known for its go-go bars.

They included Mohammad Kharzei, 42; Masoud Sedaghatzadeh, 31; and Saeid Moradi, 28. Immigration police say Kharzei and Sedaghatzadeh, at least, had visited Thailand before, Sedaghatzadeh as recently as December.

In Pattaya, the men checked into separate rooms at two different hotels, and appeared to relax. For a couple of days, they hung out with several prostitutes, said Lt. Col. Noppon Kuldiloke, a senior immigration police investigator in southern Thailand.

A snapshot of the group during this period emerged last week. Published on the front page of the Bangkok Post after the explosions, a cell phone image taken by one of the sex workers showed the Iranians at a Middle Eastern-themed bar or restaurant. Surrounded by hookah water-pipes and a drink-filled table, Kharzei and Sedaghatzadeh each cradled a woman in their arms, while Moradi reclined on a cushion.

The group drank and played pool together, according to the report ? then headed to Bangkok to stay at the house Rohani had arranged for them.

Whatever the men were planning went awry on the afternoon of Feb. 14, when an explosives cache stored at the home ignited by mistake. The ensuing blast blew the roof off an entire front room, simultaneously shredding a first floor edifice and showering the driveway and a grass courtyard with debris.

A closed circuit video camera installed on the street outside showed the Iranians emerge, one by one.

First out was an apparently barefoot Sedaghatzadeh, wearing shorts and sunglasses. Kharzei was next, carrying a large backpack strung over his shoulder.

By the time Moradi finally came out, about five minutes later, a small crowd had begun to gather. But the bystanders recoiled in fear, backing up and turning away as Moradi strode past wearing a jacket and a black backpack. Blood appeared to drip from a wound on the left side of his face, staining a blue baseball cap.

In each hand, he carried what appeared to be portable radios ? possibly homemade "sticky" bombs.

As Moradi tried to flee, a red taxi passed and ? for reasons that remain unclear ? he dropped one of the bombs into the road in front of it, blowing apart the vehicle's front end and wounding the driver and three other Thai bystanders.

Boonlak Phakdi, a cleaning lady living in the area, said the driver got out and shouted to other taxis that Moradi tried to flag down: "Don't take that man in your car!"

Moradi turned onto a main road as police began moving in. One of them, Sgt. Panphum Rakkuson, said the Iranian pulled a rectangular-shaped box out of his backpack and threw it toward the officers.

"We were stunned and couldn't do anything but stand there," Panphun said.

The bomb, though, got caught on something, hit the ground next to Moradi and exploded. The blast instantly shredded both of Moradi's legs below the knee.

Panphum said Moradi reached out for a piece of broken glass from the sidewalk and drew it toward his neck, as if he was trying to kill himself.

Moradi is in police custody at a Bangkok hospital, while Kharzei was arrested at the international airport that night, trying to board a flight to Iran. Sedaghatzadeh was detained the next day in Malaysia, and may eventually be extradited to Thailand.

Thai courts have issued arrest warrants for all three men, as well as Rohani and a fifth Iranian, 57-year-old Norouzi Shayan Ali Akbar.

Akbar, with dark hair and a silver beard, was caught on CCTV footage leaving the Iranians' home the morning of the blast. Deputy national police chief Gen. Pansiri Prapawat said Akbar was en route to the airport, where he took a flight to Tehran.

Officials have given contradictory accounts as to Akbar's role. Police Lt. Gen. Winai Thongsong said he may have been a bomb-making expert who provided training to the other three Iranians. But Monday, Winai backtracked, saying Akbar may only have been a caretaker at the residence.

Investigators say Kharzei ? the only one Thai officials have been able to interrogate so far ? has been tightlipped, admitting through an interpreter that he was in the house but denying any knowledge of explosives.

Over the weekend, authorities seized a blue Honda motorcycle they say was purchased by Rohani in December and used by Sedaghatzadeh. It was found abandoned on a Bangkok street on Saturday.

Police have also found 52 stickers with the word "SEJEAL" on them ? possibly a reference to a passage from the Quran. The stickers were spread at dozens of locations across the capital, possibly to mark routes that could be used by targets. The stickers are identical to others found under the seat of the Iranians' motorcycle as well as an apartment used by Rohani.

The most damning evidence was found in the destroyed house: two more portable radio bombs ? each filled with one or two pounds (kilograms) of plastic explosives, and ? according to IHS Jane's ? ball-bearings.

The bombs had round, coin-like magnets on them ? similar to the "sticky" bombs used against Israeli envoys in a foiled attack in Tbilisi on Feb. 13 and a blast in New Delhi the same day that injured four people, including a diplomat's wife.

Thai officials say the Bangkok plot was aimed at Israeli diplomats, too. Israel has gone further, alleging the evidence clearly points to Iran as being behind all three plots.

However, the "sticky" bombs also are similar to those used in the Jan. 11 assassination of Iranian nuclear scientist Mostafa Ahmadi Roshan in Tehran. That attack, carried out by two unidentified assailants on a motorcycle who attached a magnetic bomb to his car, was blamed on Israel.

Iran's ambassador to Thailand, Majid Bizmark, said the Bangkok case remains ambiguous.

Asked about the culprits in an interview published in the local Nation newspaper, Bizmark said: "We don't know who they are. They could be anybody."

How to Use Security and Surveillance Cameras for Home or Business

Outdoor Security CameraNew innovations in technology have produced many creative methods to provide securitysystems for homes and businesses. Advances in wireless technology have led to hundreds of new types of security equipment and cameras. Before investing in business or homesecurity systems, it?s important to do some thorough research on what is available on the market.

The first point you should consider is what kind of security you need. Do you need securityfor daytime, night time, indoors, outdoors or any combination of the four? Some night-visioncameras may give a good image for purely monitoring purposes, but may not have any recording facilities.

Bullet cameras are ideal security equipment for both businesses and home securitysystems. They are relatively low cost, easy to install and discreet. Some cameras are just two inches long and resemble the shell casing of a bullet, hence the name. Intruders find bullet cameras hard to spot. They make use of CCTV technology and are available in blackand white, colour or infrared applications. They can be used inside a building as well as outdoors.

The infrared security camera has infrared LED lighting installed around the lens. These LEDs allow the camera to capture a good image when there is no ordinary light at all to a distance of about 25 feet. There are also new camera designs that offer a day and night applications. These contain a chip with extra-sensitive imaging properties and can capture a good image in poor light without using infrared LEDs. These are efficient cameras foroutdoor use, as infrared cameras are not very good in outdoor installations. The infrared beams from the LED lights can reflect from any glass surface.

If you want to see further than 35 to 40 feet, c-mount and cs-mount cameras can be the best options. These are usually used with high-speed video cameras and are often installed in public or government facilities. The terms ?c-mount? and ?cs-mount? refer to the type of lens used and its distance from an image sensor in the camera. A c-mount lens is used with a large image sensor while a cs-mount is used for a compact image sensor.

A security camera for outdoor use has to be durable. To judge the camera?s durability, lookfor its IP (Ingress Protection) rating. A liquid IP value of 1 protects against dripping water, an IP of 4 protects against splashing water and an IP of 8 protects against immersion in water depths above one metre. If the camera does not have an IP rating, look for any description such as ?weatherproof? or ?outdoor?.

All security cameras can be either wired or wireless. Although wireless cameras have lots of flexibility, they are subject to interference from local wi-fi signals, baby monitors andcordless phones. Video feeds in a wireless system can be intercepted easily. It is important to check with the manufacturer whether the system is encrypted or not.

It?s worth remembering that there are some legal limitations of security systems. You cannot record a conversation with any other person without his knowledge. It is also technically illegal to install a camera in a room in your house without letting those people that come into your house know that it is there.

Businesses and households require different types of surveillance cameras. Features designed for business applications could be too expensive for domestic security systems. The key to good security is also its cost effectiveness.

Tree falls on Basin family home - Local News - News - Knox Leader

A FAMILY in The Basin miraculously escaped injury after a big tree crashed through their house only minutes after they rushed outside to inspect other storm damage.

The tree crushed their lounge room during wild weather on Sunday, February 5. Knox SES received more than 100 calls for help within a few hours.

Mark and Robyn Ingram had gone outside to inspect a tree that had brought down powerlines on Democrat Drive about 1.45pm.

As they looked on, they heard a loud snap, and a gum tree in the front yard of their Yates Court property fell through their lounge room, where Mr Ingram had been sitting minutes earlier.

Mr Ingram had been out of hospital for only two days after a knee reconstruction and his wife had told him to stay inside.

?Lucky I don?t listen to my wife,? he said.

?We just watched it (the tree) disappear through the roof. I was in absolute shock, it was frightening.?

Mr Ingram initially feared for the safety of one of his sons, Jesse, who was having a shower at the time.

Jesse, 26, said he raced out when he heard a loud noise and was shocked to find a tree in the lounge.

The family was told they could not live in the house, which is insured.

Knox SES deputy controller Craig Carson said they received about 100 calls, with the Boronia, Ferntree Gully and Wantirna areas ?fairly severely hit?.

s"It was a very short burst (of bad weather) but we were kept busy right through until midnight,? he said.

Also on February 5, a 76-year-old Knoxfield man suffered a spinal injury after falling 4m from a tree just after 2pm.

Intensive care paramedic Ashley Jackson said the man was on a ladder pruning branches when he slipped and fell. It was not clear whether the fall was weather-related.

He was taken to the Alfred Hospital in a serious condition.
